VendorCafe is a vendor management portal built by Yardi Systems and used by property owners and managers to onboard vendors and hold their records in one place. Vendors use it to submit company information and to upload documents such as a W-9, certificates of insurance and service agreements. CBRE operates its own instance of the portal, which is why the link you were sent sits on a CBRE-branded address rather than a generic one.

Two things follow from that, and both matter more than contractors expect. First, VendorCafe is a record system, not a scoring system. Nobody grades your safety programs the way a prequalification platform does. What the portal cares about is whether your information is complete, correct and current. Second, because it is a record system, it fails quietly. A certificate that expired in March does not send anyone an alarm. It simply sits there being out of date until the moment somebody needs it to be valid.

CBRE also runs other supplier technologies alongside it, and registration in one is not automatically registration in another. If your CBRE contact has referred to a separate onboarding or training portal, treat that as a distinct step and ask them to confirm which systems apply to your scope of work.
